M.87 Shillong 1897 Earthquake Scenario: North East Multi State Exercise and preparedness Campaign
State of Meghalaya lies in Seismic Zone V, in this regards various precautionary measures are been initiated to mitigate the impact of the disaster, specially the earthquakes. NDMA in collaboration with Revenue & Disaster Management Department, Meghalaya SDMA/DDMAs and CSIR- NEIST Jorhat have jointly organized Mega Mock Exercise, 2014 in Shillong and Tura on 14 March, 2014.
The main objective of the Exercise was:-
- Creating awareness and coordination among various stakeholders.
- Preparing the State to effectively response to large scale/disasters.
- Enhancing Capacity Building for different Stakeholders of Disaster Management.
- Ensuring Safety and Security of citizen of Meghalaya through improved preparedness and participation.
Grant in Aid under 13th Finance Commission Award
The objectives of the 13th Finance Commission Award for Capacity Building is to build up the capacity of all the Government functionaries and communities to deal with the disaster more effectively as better trained personnel can manage the disaster more effectively. The strengthening of SDMA, DDMAs and Emergency Operating Centres (EOCs) at the State and districts levels are also provided in the programme. The financial assistance under 13th Finance Commission Award is ` 5 crores during the period from 2010-2015. The action plan for each financial year of Rs 1 crore has to be approved by the State Executive Committee (SEC). The fund received has been disbursed to the districts to undertake various Capacity Building activities.
Newly Centrally Sponsored Scheme – Strengthening of State Disaster Management Authority (SDMA) and District Disaster Management Authority (DDMAs)
National Disaster Management Authority (NDMA) has formulated above mentioned schemes, it is proposed to cover 36 SDMAs and about 256 DDMAs. The total estimated cost of the scheme is Rs 4250.91 Lakhs. The scheme aims at improving the effectiveness of SDMA and selected DDMAs by providing finance for dedicated human resources to be hired by SDMAs/DDMAs to carry out activities for prevention, mitigation preparedness and Capacity Building in Disaster Management Sectors. Under this scheme financial support was provided for hiring Disaster Management professionals on deputation/contractual basis, as well as meeting administrative cost (for advertisement, equipments, domestic travel and contingency to all the SDMAs and selected DDMAs. NDMA facilitated in implementation and monitoring of the scheme. The DM Professionals hired by SDMA and DDMAs under the scheme undertake number of activities such as DM policy framing, DM Plan preparation, DM guidelines preparation, organising regular meeting of SDMA/DDMAs etc
(a) Financial Provision
The total cost of the project allotted for Meghalaya is Rs 55.20 Lakhs out of which Rs 23.20 Lakhs has been released and fully utilised. Another amount of Rs 15.40 Lakhs has been released by NDMA for implantation of the project.
(b) Human Resource Provision
Two DM Professionals were selected for each 11 DDMAs and 2 for SDMA to implement different Disaster Management activities in the respective districts and as well as State level.
Mock Drill- Financial Support to State union Territories for Conduct of Mock Exercise
Mock Exercise (ME) helps in evaluating administrative response to disasters by improving coordination within various govt. Departments, Non Govt. Agencies and Communities. It helps in identifying the event to which the standard Operating Procedures (SOP) and Plans are effective and also in revising these plans if required. Therefore, Mock Exercise on various types of perceived disaster needs to be conducted at regular intervals.
In other to make India Disaster Resilient and ensuring that all State Govt. UTs are fully trained and organized to handle major disaster effectively in their respective State Govt/UTs/Districts Authority will have to take the ownership of this responsibilities. The Mock Exercise will be decided on the basis of the vulnerability profile of the area. To carry out the Mock Exercise by the respective State an advance of Rs.100000/- per District/State Head Quarter/UTs has been provided by NDMA. All the Districts as well as State head quarter has successfully conducted the Mock Drill among the vulnerable group of the society in Meghalaya.
