USAID Supported Developing Resilient Cities through Risk Reduction in the Context of Disaster and Climate Change
Government of India- United National Developing Programme (UNDP) “Developing Resilient Cities through Risk Reduction in the Context of disaster and Climate Change” is being implemented in 6 cities wiz Cuttack (Odisha), Navi Mumbai (Maharashtra), Shillong (Meghalaya), Shimla (Himachal Pradesh), Vishakhapatnam and Vijayawada of USAID for the periods of 4 years (i.e. from June, 2016 – May, 2020).
Out come
- Reduce Disaster Risk in urban area by enhancing institutional capacities to integrate Climate Risk Reduction measures in developing programmes as a well as to undertake mitigation activities based on scientific analysis.
- Urban communities better prepared with increased capacities to manage climate risks.
Project implementation
- National Level – The Programme Management Board (PMB) of the Government of India UNDP- USAID Supported Developing Resilient Cities through Risk Reduction in the Context of Disaster and Climate Change chaired by Additional Secretary (Foreigners) Ministry of Home Affairs (MHA) would oversee the delivery and achievement of results under the project. In addition a project steering committee head by the National Project Director (Joint Secretary, MHA) will review the project progress and implementation periodically.
- State Level – The project will be anchored at the SDMA/department of Disaster Management for overall strategies, guideless an over sight.
- Actual implementation of the project will be carried out by the respective Municipal Corporation/District Administration.
- UNDP will place a city project co-ordinate in the city to provide implementation support to the city administration/State Government.
Key Results Areas
- Enhancing Risk Sensitive City development Planning facilitated through disaster risk assessments ( City Disaster Management Plans in 10 cities (Bhuneswar, Cuttack, Gangtok, Madurai, Navi Mumbai, Shimla, Shillong, Thiruvananthapuram, Vishakapatnam and Vijayawada): Hazard Risk and vulnerability analysis in 8 cities (Bhuneswar, Cuttack, Gangtok, Navi Mumbai, Shimla, Vishakhapatnam and Vijayawada) safety Gangtok, Madurai, Navi Mumbai, Shimla, Thiruvananthapuram, Vishakhapatnam and Vijayawada).
- Strengthening critical buildings (1 school based on detailed structural assessment in 6 cities Cuttack (Odisha), Navi Mumbai (Maharashtra), Shillong (Meghalaya), Shimla (Himachal Pradesh), Vishakhapatnam and Vijayawada.
- Strengthened of Early Warning System (EWS) through implementation of pilots for specific hazards in 6 cities Cuttack (Odisha), Navi Mumbai (Maharashtra), Shillong (Meghalaya), Shimla (Himachal Pradesh), Vishakhapatnam and Vijayawada and action plans developed based on analytical studies in 10 (Bhuneswar, Cuttack, Gangtok, Madurai, Navi Mumbai, Shimla, Shillong, Thiruvananthapuram, Vishakapatnam and Vijayawada).
- Enhanced capacity of the local Government and communities, including private sectors stakeholders to respond to disaster and medication risks (community level training, IRS)
- Knowledge management.
- Enhancing private sector investment for reduction through innovative pilots.
- Four sectoral plans in each of the 8 cities (Bhuneswar, Gangtok, Madurai, Navi Mumbai, Shimla, Thiruvananthapuram, Vishakapatnam and Vijayawada) to integrate Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) in planning and policy.
- Current approach of CRM replicated in urban areas through disaster preparedness and mitigation.
